The Emigration Clearance Certificate (ECC) is a document required for foreign nationals who intend to leave the Philippines. It is particularly mandatory for those who have stayed in the country for six months or longer, or for holders of certain long-term visas, such as those who have extended their tourist visa multiple times.
The ECC ensures that foreigners do not have any pending tax obligations, visa violations, or records of illegal employment before exiting the Philippines. Even language students must obtain an ECC if they stay for more than six months or if they hold an ACR-I Card, which indicates a stay of over 59 days.
You will likely need to obtain an ECC before departure if:
You have stayed in the Philippines for six months or more
You hold an ACR-I Card (proof of staying over 59 days)
You are on a long-term visa such as a Student Visa or SRRV, especially after a continuous stay exceeding six months
※ If you are staying for 24 weeks (about 6 months) or less, such as for a 4- or 8-week ESL program, you generally do not need an ECC.
The ECC is typically applied for 1 to 2 weeks before your departure date. At 3D ACADEMY, our staff will guide applicable students and handle the application process on their behalf.
✴︎ Since the student’s passport is usually held securely by the school, we will inform you directly if ECC is required, so you don’t need to worry.
To apply for an ECC, you will need:
Your original passport
ACR-I Card (only if you have one)
A copy of your outbound flight ticket
One 2×2 inch photo
Processing typically takes 3 to 5 working days, so advance preparation is essential. ✴︎ Please note that failing to apply for an ECC may result in fines at the airport.
The standard application fee for the ECC is PHP 2,880 (as of 2025).
Additional charges may apply depending on your visa status or length of stay—even if you do not have an ACR-I Card.
PHP 3,000 per month of overstay
Within 2 months after visa expiration: PHP 2,000
Between 2 to 6 months after expiration: PHP 5,000
Over 6 months: PHP 10,000
If you try to leave the country without an ECC when it is required, you may be denied exit at the airport.
Applying just before your departure may not allow enough time for processing—apply early.
Even if you are traveling to another country (not returning home), the ECC may still be required.
